Explanation why JetBrains didn't use Scala for its own purposes

I remember a blog post (or was it in the forum?) where JetBrains explained why they didn’t choose the existing Scala for its own purposes and started Kotlin instead. But I cannot find this article. Could anyone please help me with a link? I want to use it for a citation.
